Actually, I think where you have boards and underneath it has moderators, if we were to put heartnet in there it would give Cat control of the board.

As a global mod, Cat has control of any board by default. Although a global moderator doesn't have access to edit the headers and footers and can't create boards and stuff, I think she counts as staff. xD
A moderator would need to have their name listed for board control.
